So, to summarize:

The cylinders must be packed in accordance with the IATA Packaging
Instruction 200
When shipped to, from or within the USA (as well as on all US airlines), the cylinders must be packed in a specific Outer Box: ATA 300 Category I and the box must be marked as: ATA 300 CATEGORY 1 and DOT 31FP
The Proper Shipping Name (Oxygen, Compressed) and UN Number (UN 1072) must be written on the package or on a label placed on the box
The Class 2 green label and Subsidiary Risk 5.1 yellow label must be placed on the box on the same side as the Proper Shipping Name and UN Number
The shipping label must include the name and address of both the shipper and consignee
